For those courses which do not have restricted entry (NC), i.e. domestic students (Bildungsinländer/-innen) and EU-citizens can enrol at the Students' Registrar's Office ("Studierendensekretariat" or StuSe) directly without having applied in advance. For EU-citizens: You need to have passed the DSH-exam.

Domestic students
If you are a foreign national but have attended a German school or acquired your entrance qualification in Germany or at a German school abroad, you are a so-called "Bildungsinländer". You are subject to the same conditions as German applicants. More information: www.uni-due.de/international/en_domestic_students.shtml
Citizen of the EU
Nationals of an EU member state (and nationals of Iceland, Liechtenstein and Norway) or German nationals with a foreign university entrance qualification are subject to the same conditions as German applicants.
If you did not acquire your university entrance qualification in Germany, you must demonstrate a sufficient knowledge of German before you start your studies. You normally do this by taking the "Deutsche Sprachprüfung für den Hochschulzugang (DSH)" (German language examination for university admission). Please note that the DSH examination takes place before the end of the application and enrolment period. You cannot enrol without having passed the DSH examination. I.e. your application (to be registered for the DSH-exam) for the summer semester has to be sent beginning March and for the winter semester beginning September at the latest. Non-EU citizen
If you are a national of a non-EU country and are in possession of a foreign university entrance qualification, you must apply before the end of the application period (July 15th for courses beginning in the WS, January 15th for courses beginning in the SS) to the International Office online or by using the form "Application for Admission". DSH
German language examination for university admission = Deutsche Sprachprüfung für den Hochschulzugang (DSH)
Numerus Clausus (NC)
A Numerus Clausus degree course accepts a limited number of students only. A subject with NC means that the number of accepted applicants is limited in this degree course and the special application deadlines need to be considered. More information: www.uni-due.de/international/en_nc.shtml
SS
Summer semester (from April 1st until September 30th)
WS
Winter semester (from October 1st until March 31th)
ZVS
Administrative institution for deciding on and awarding admittance to certain academic majors, admittance to which is restricted by an NC (e.g. medicine, education sciences). The ZVS is also responsible for admitting students from other EU countries. www.zvs.de
