Lecture on River Basin Management in Mongolia

on Thursday 23. May 2019, Dr. Ines Dombrowsky (Deutsches Institut für Entwicklungspolitik) will have the talk „River basin management and fiscal decentralization in Mongolia: mutually supportive or counterproductive?“ referieren
(In recent years, Mongolia has experienced the simultaneous introduction of River Basin Management and fiscal decentralisation. River basin management calls for managing water resources at the river basin level in order to promote a sustainable resource use. Fiscal decentralisation involves shifting certain fiscal responsibilities to lower levels of government. The presentation asks how fiscal decentralization interacts with river basin management in Mongolia. We find that at the sub-national level, a high number of actors are involved in water governance and that tasks are partly unclear and overlapping. Furthermore, available funds to River Basin Authorities only cover fixed costs. Province Environmental Agencies have higher budgets, but do not necessarily use these funds for water-related projects. In addition, inconsistent legal provisions on water-use fees have led to competition between Environmental Agencies and River Basin Authorities, but also to first collaborative arrangements.)
