The Changing Credibility of Institutions: How Household Registration Systems (Hukou) in China and Taiwan Define Immigrants Social Benefits

Hukou is one of the enduring institutions that defines social citizenship of the residents/immigrants in China. While much discussion focuses on the Chinese case, still little attention is paid to the system in Taiwan, let alone a comparison of the both. This article seeks to enrich the discussion of the two hukou systems in terms of their functions in determining the access of cross-strait immigrants to the social benefits of the respective host countries.

Die Alliance for Research on East Asia Ruhr lädt zur zweiten Veranstaltung der AREA Ruhr Vortragsreihe im Wintersemester 16/17 ein.
Prof. Dr. Jörg Plassen (Ruhr Universität Bochum) hält einen Vortrag zu, Thema Einige Überlegungen zu Nationalstaatlichkeit und Transregionalismus im ostasiatischen Buddhismus.
The Alliance for Research on East Asia (AREA) Ruhr is a new joint research alliance of the Faculty of East Asian Studies, Ruhr University Bochum and the Institute of East Asian Studies (IN-EAST), University of Duisburg-Essen, within the greater University Alliance Ruhr (UA Ruhr).
In this talk, I will argue that the past three decades or so have seen what arguably amounts to the greatest and most dramatic transformation in history, ushering in what I call the Age of Global Modernity. I will also argue that most of the change behind the breakthrough of Global Modernity is spatially concentrated in Asia, especially in East Asia. To substantiate these two claims, I will first present data supporting the notion of the relatively recent onset of the Age of Global Modernity and then show, in a second step, how (East) Asia has contributed to this development. In a third step, I will draw some conclusions as to the likely consequences of the breakthrough of Global Modernity.

Jianxing Yu is professor of political science and public administration, associate dean of the College of Public Administration, director of the Institute for Civil Society Development and executive director of the Center for Public Policy at Zhejiang University.
He was a visiting professor at the University of Duisburg-Essen in 2011, Arizona State University in 2006 and 2008 and University of Edinburgh in 2004. His recent research focus is on state theory, social policy, civil society, and civic organisations in contemporary China. He has published over 100 academic articles in both Chinese and English and over a dozen scholarly books. Some of his major books are "Governing Industrial Associations" (2010), "Chinese Civil Society Growing in Participation" (2008), "Marxian State Theory and its Contemporary Implications" (2007), "Chambers of Commerce and Local Government" (2006).

In the years since the disasters of March 2011 in Japan, we have seen extensive local activism throughout Tohoku around issues of radiation, and the largest and most spectacular demonstrations in Tokyo since ANPO in the 1960’s and 1970’s.
Youth have been at the center of many of these direct actions, including different 'anti-nuke' groups and more recently, 'anti-war’ groups, and especially SEALDs (Students Emergency Action for Liberal Democracy).
While impressive in both scale and coordination, most of what is happening on the ground does not fit our established models of 'social movement’ as well as being a challenge to more established representations of Japanese civil society. Academics and activists are now trying make sense of this rise of 'non-movement' activism and to chart how a politics of survival in Tohoku become a normative politics of the popular in Tokyo.
