Abstract
China is fighting air pollution and carbon emission. Carbon market (ETS) is chosen by Chinese government as one of the main policy tools to tackle climate change because it is a cost-efficient mechanism. Since the end of 2011, China first selected 7 provinces and cities to be part of the ETS pilot scheme since the end of 2011 and will start the national carbon market in 2016, based on the experience of the ETS pilot scheme participants. This presentation will analyze how to design the ETS key policies in the pilot schemes, the features of policy in the ETS pilot schemes, the difference between the ETS in the EU and China and the reasons behind them and the trend and lookout of the ETS in China in the future.
Professor Qi Shaozhou studied textile engineering and economics in Wuhan (China). His research focuses on macro- and microeconomics, energy and environmental economics and policy. His latest publication discusses the integration of financial markets and the evolution of related laws in the EU (book) as well as the structural flaws and institutional reform and its influence of the EU ETS (paper).
