EU Enlargement in Wartime Europe
Three Dimensions and Scenarios
The EU’s enlargement policy has struggled with ineffectiveness and a lack of ambition in recent years. Russia’s war in Ukraine, however, has reignited the process by introducing new geopolitical incentives. This lecture, built on a recent article in Contemporary Social Science, examines the evolution of EU enlargement policy, focusing on the interplay between geopolitics, state-building challenges, and the EU’s internal dynamics. It presents scenarios for the next decade, highlights key lessons from the past, and discusses reforms needed for a more effective and security-oriented approach to enlargement. The lecture will be followed by an open discussion with participants.
