Competence and Innovation

Background and objectives

Industrial work is changing dramatically in Germany as well as in other industrialized countries. Cost cutting strategies have led to off-shoring in cheaper countries, workplaces and scaled benefits are reduced, regular employment is more and more being replaced by other - so called atypical - forms of employment (limited contracts, temporary contracts, part time etc.). On the other hand relevant scientific expertise shows that especially innovative companies are capable of both competing and safeguarding jobs. Bringing competitiveness and positive job development together also changes the work of Workers' Councils. The German system of co-determination in the metal industries generally offers a good basis to drive work oriented high road strategies. At the same time it is evident that trade unions and workers' councils are being faced with new challenges that go far beyond their traditional role. They are now being forced to develop alternatives to the traditional way of dealing with innovations in the companies in order to safeguard employees' jobs and income.

These changes require new ways of the representing employees' interests. Workers' councils have to develop alternatives to traditional cost cutting methods in their companies. They have to demonstrate that safeguarding jobs and income, and creating innovative solutions can go hand in hand. These more preventive arrangements demand more and other forms of knowledge, competence and skills.

This joint project covering two regional districts of the IG Metall, Northrhine-Westfalia and Baden Württemberg, was attempting to create a support system for the Workers' Councils at shop floor level. The main aim was to support the workers' councils in finding strategies for safeguarding jobs and creating innovative solutions in difficult economical circumstances. The project was establishing which new skills are require to deal with the challenges facing companies. One way was preparing scientific knowledge for practical use. Creating a dynamic relationship between scientists, workers' councils and trade union representatives was an important step in bringing available knowledge into practice by applying it to the practical needs.

In the Northrhine-Westfalian part of the project the Institute of Work, Skills and Training (IAQ) was assigned to investigate the principle fields of action, linked to the main problems encountered by workers' councils. One of the challenges in this project was to structure and evaluate these problem oriented themes by using relevant scientific expertise and to support a continuous dialogue between Workers' Councils and scientists.

The project commenced in 2007 with a successful trial and  ran until 2010. It was financed by the Federal Ministry of Education and Research and the European Social Fund. The project management was done by the IG Metall NRW. Project partners were the IAQ (University Duisburg-Essen) and Sustain Consult GmbH (Dortmund).

Approach

The special approach of this project was considering both practical knowledge and scientific expertise. The process in finding out links between the practical knowledge and research findings and putting these into practice was based on dialogues between workers' councils, scientists and trade union representatives. The first step was to create opportunities for intense communication and to find ways to continue these dialogues. The second step was to identify relevant problems encountered by workers' councils. The third step was to select relevant scientific expertise and to create a framework to "translate" this into helpful advice to form a practical strategy. In some companies the project created a kind of case management in order to review if the research findings are really helpful at company level. In this context, workers' councils and employee representatives acted as co-researchers. Not only did practice learn from science, scientists learnt to understand the practical needs and identify new areas for research. It was a massive learning process for all the participants in the project: the workers' councils, the scientists involved and the trade union.

The last step was to assess whether the results have more general application than only for one company or one special case. If this proved the case the information would be made more generally available by publishing "Memoranda" on various subjects. Two had already been published on 'Off-shoring' and 'Temporary work'.
