Together we can do it
Objective
In autumn 2018, the state of North Rhine-Westphalia launched the interdepartmental initiative “Gemeinsam klappt's” (“Together we can do it”) under the leadership of the Ministry for Children, Family, Refugees and Integration. In the meantime, almost all urban and rural districts as well as several municipalities belonging to a district have joined this initiative and are establishing local alliances in order to improve the integration opportunities for young adult refugees. The research department BEST is responsible for the scientific support of this initiative.
The initiative focuses on the heterogeneous group of young adults as defined in the German law SGB VIII (federal law of children and youth welfare), i.e. young people who are 18 but not yet 27 years old. The young people have come to Germany with very different qualifications; the problem of interrupted school and vocational training careers plays a major role, and the spectrum of qualifications ranges from low school education to degrees with initial work experience. In contrast to the group of under-18-year-olds who are subject to compulsory schooling and may be supported by youth welfare services, access to support in the group of young adult refugees depends on their residence status. Approximately close to two thirds of young adults are covered by benefits according to German law SGB II (basic provision) and thus have access to job centre support. For the other young adults – who are often only tolerated – there is usually no systematic support.
The initiative "Gemeinsam klappt's" (“Together we can do it") aims at promoting integration and social participation, supporting young people in developing future prospects, avoiding long-term dependence on social benefits and recruiting skilled workers. Local alliances are established in order to structure the promotion and to create offers for the target group of young adult refugees based on the participants’ needs.
Approach
The scientific support includes consulting and evaluation and is based on the concept of active moderation. Within this framework, working instruments are developed to support the municipalities in establishing and sustainably installing local alliances, in gaining knowledge about the living situation of the target group, in analysing the local range of offers and in identifying needs for its further development. The intermunicipal exchange is promoted both through workshops and participation of the research team in other events. A process evaluation takes place in ten selected municipalities. The state of North Rhine-Westphalia receives annual evaluation reports.
