Institutionalisation, Deinstitutionalisation and Reinstitutionalisation in the Fields of Education and Social Work

The institutionalisation of education and social work is a characteristic of modern society. It refers to the fact that forms of education and social work are put together and arranged in a certain way. However, this process not only differs among different fields - such as school, adult education, higher education, or child and youth welfare - but also internationally. Furthermore, at least two formative modes of this institutionalisation of education and social work can be distinguished, as institution theory already makes clear: (1.) established routines in the organisation and the practice (routinisation), and (2.) the professionalisation and legalisation of education and social work.

If we look at the historical processes of this institutionalisation (esp. in the fields of education and social work), we notice that not only is it a constitutive moment, but it is also repeatedly confronted with fundamental objections and attempts at an alternative organisation and practice. Therefore, not only institutionalisation, but the tension between institutionalisation, deinstitutionalisation and reinstitutionalisation, as identified by the sociology of knowledge, proves to be fundamental.

At the same time, in German-speaking (as well as international) research, these issues have so far received only marginal systematic consideration, which can be attributed in no small part to the widespread scepticism about institutionalisation in educational fields. The lack of differentiation between the organisational and institutionalisation levels of educational and social work context is another reason for the lack of a systematic reflection on (de-/re-)institutionalisation processes: The practice in these fields has, of course, organisational aspects (e.g. the temporal structuring of a school day or a daily routine in residential care). These organizational aspects are often associated with a degree of institutionalisation. And institutionalisation is always realised in a context of organisations. However, pedagogical organisation and institutionalisation do not merge together.

The International Conference will bring together leading scientists from all over the world to discuss questions of institutionalisation and deinstitutonalisation - as well as reinstitutionalisation - in the context of education and social work. These questions will be focused within an international and field-comparative perspective; not only on the basis of their historical classifications, but also with regard to relevant theoretical frameworks that institutional and social theories can provide. To this end, research perspectives on educational and social policy, educational governance, public administration, from political theory, sociology, educational science, history and social work research will be contextualized with each other within the framework of the conference.

The International Conference is planned in a hybrid format – as a reaction on the ongoing pandemic situation, but also to give access to people in regard to mobility barriers and requirements. Not least, a hybrid format allows for the organisation of such a conference in a more sustainable way. Therefore, the papers of the international speakers and some of the German scholars will be presented digitally (as a live-stream or as a podcast in advance); the majority of participants will take part digitally, but a small group of speakers and participants will appear face-to-face, in the conference venue in Essen (GER). All discussions will be simultaneously online and offline.

Die Institutionalisierung des Pädagogischen ist ein Kennzeichen der Moderne. Sie verweist auf den Sachverhalt, dass Formen des Pädagogischen in einer bestimmten Weise zusammengestellt und arrangiert werden. Dieser Prozess der Institutionalisierung unterscheidet sich allerdings nicht nur entlang pädagogischer Felder, wie der Schule, der Hochschule, der Erwachsenenbildung insgesamt und der Kinder- und Jugendhilfe, sondern auch im internationalen Vergleich. Außerdem sind mindestens zwei prägende Modi der Institutionalisierung des Pädagogischen zu unterscheiden, wie institutionentheoretische Perspektiven verdeutlichen: (1.) die Routinisierung der pädagogischen Organisation und Praxis und (2.) deren Professionalisierung wie Verrechtlichung.

Widmet man sich den historischen Prozessen der Institutionalisierung des Pädagogischen fällt nicht nur auf, dass Institutionalisierung ein konstitutives Moment des Pädagogischen darstellt, sondern auch, dass dieser Prozess der Festschreibung bestimmter pädagogischer Praxisformen (z.B. der Regelschule oder der stationären Unterbringung im Feld der Erziehungshilfen) immer wieder mit grundlegenden Einwänden und Versuchen einer alternativen Organisation und Praxis konfrontiert wird. insofern erweist sich das wissenssoziologisch ausgewiesene Spannungsfeld von Institutionalisierung, Deinstitutionalisierung und Reinstitutionalisierung als grundlegend für die Betrachtung von Institutionalisierungsprozessen in pädagogischen Kontexten.

Zugleich finden diese Sachverhalte in der deutschsprachigen, aber auch in weiten Teilen der internationalen Forschung bisher eine nur randständige systematische Berücksichtigung, was nicht zuletzt auf die verbreitete Institutionalisierungsskepsis in pädagogischen Feldern zurückgeführt werden kann. Außerdem steht die weithin verbreitete Gleichsetzung von Organisation und Institutionalisierung pädagogischer Zusammenhänge einer differenzierten Betrachtung von (De/Re)Institutionalisierungsprozessen im Weg. Pädagogische Einrichtungen und die dort verortete Praxis weisen organisationale Aspekte auf: z.B. in Form ihrer zeitlichen Strukturierung, wie die Rhythmisierung des Schultages oder des Tagesablaufes in einer sozialpädagogischen Wohngruppe verdeutlichen können. Diese organisationalen Aspekte gehen häufig mit einem Grad der Institutionalisierung einher. Und gleichzeitig realisiert sich die Institutionalisierung des Pädagogischen alltäglich im Kontext pädagogischer Organisationen. Trotz dieser vielfältigen Verweisungszusammenhänge gehen aber pädagogische Organisation und pädagogische Institutionalisierung nicht ineinander auf.

Die geplante Internationale Konferenz zielt vor diesem Hintergrund darauf, eine international- wie feldvergleichende Perspektive auf die (De-/Re-)Institutionalisierung des Pädagogischen einzunehmen – dazu sind institutionentheoretische wie gesellschaftstheoretische Einsichten ebenso fundamental wie historische Einordnungen. Die bisher eher verstreuten Forschungsarbeiten aus unterschiedlichen Forschungsfeldern und Disziplinen werden deshalb im Rahmen der Konferenz ins Gespräch gebracht.

Die Internationale Konferenz ist als englischsprachige Fachveranstaltung geplant und soll als hybrides Format umgesetzt werden. Mit der Entscheidung, die Konferenz in einem hybriden Format anzulegen, wird einerseits auf die andauernde Pandemie-Situation reagiert und andererseits lassen sich damit die Potenziale einer Digitalisierung des wissenschaftlichen Austauschs und der wissenschaftlichen Begegnung in Anschlag bringen. Denn mit der Hybridisierung internationaler Tagungen lässt sich die Zugänglichkeit erhöhen, Mobilitätsbarrieren bzw. -anforderungen können abgebaut bzw. reduziert und ein aktiver Beitrag zur Nachhaltigkeit geleistet werden.
