Two recently published articles by INEF member Jun.-Prof. Dr. Matthias Kranke (IFSO) investigate the degree of change in transnational economic policy in the face of drastic global environmental change. An article with Cornel Ban (CBS) for Third World Quarterly shows that while the International Monetary Fund (IMF) now more fully recognises the need for climate policy, continuity prevails in lending operations. From four illustrative cases they infer a strong tendency for loan arrangements to promote green neoliberalism. In a sole-authored article for Policy Studies, Matthias Kranke explores the battery of indicators used by the Nordic Council of Ministers to assess the region’s development. Overall, the Council effectively pursues a mainstream inclusive green growth strategy. What kinds of different understandings of “verification” co-exist in the non-proliferation treaty (NPT) process? In their new article, Leonardo Bandarra and Lena Herholz investigate this question through a qualitative analysis of 448 working papers submitted between 2003 and 2022. The identifies three benchmark understandings: (1) technocentric: focused on technical measures and innovation; (2) legalistic: centred on legal commitments and procedural obligations, and (3) contextual: linked to the broader geostrategic environment. The authors also highlight how verification can help bridge differences among states and advance progress across all three NPT pillars.
